I think it's better than that. Catherine's portrait is always quite flat, like Elizabeth I of England.

Key features on the reverse are the crowns and the feathers.

I'm really not experienced with these coins, but my guess would be VG(10). I could be wrong, though.

Funny thing about the flat portrait. I recall a biography of Catherine II saying that she ordered her coins so to make them easier to stack. Thinking about the bankers?
