I will admit I am a bit of a sucker for these unique/low mintage designs.

From the Colonial auction last month.

Coin is 2.03g and consists of 0.11 copper & 99.89 nickel.

Any idea which country it might be?

The design is "Our Northern Heritage" April 25-cent millennium coin featuring an Inuit engraving of an owl and a bear (not a penguin).

No idea what the design was stamped on.

I agree.
With that much nickel content it's most likely a dime planchet

Thanks. I should have caught that.

Now I am sad and sort of upset that the auction company did not catch it.

Oh well, still a neat piece, just not a foreign plan.
