Any other sellers get the ebay email today about the changes to payouts?

I believe the upshot is that you no longer get scheduled payouts, they want you to use the on-demand system. Previously, the payout request meant a fee. Not sure about now.

Also, there is some vague text about "balances". Now it seems that you have a balance in your ebay account from selling, and you can either pay that out or spend it like credit. That seems like a 1099 nightmare, but sure, why not.

My guess is that the balance approach either helps them to avoid paying credit card fees or allows them to charge users credit card style transaction fees.

Yes, I got that email. The way I read it is after November 4 sellers will have to request payouts UNLESS they re-signup for scheduled ones.

On the balances: my guess is that the company did not get as many members spending their balances down when they added that option a couple of years ago. I know I didn't do it because they made it way too complicated (perhaps, as you suggest, for IRS reasons, who knows?) Now it seems like they are going to allow sellers to spend the money they make without the complications and hope they keep spending without realizing that they could have opted in again for scheduled payouts.
