With the other weakness on the date, I'm calling this a struck through error (grease). Looks a little worked over also. Recycle him.

I kind of agree with Coop on this one, but it could also be damage. I see something on the rim near where WE would be, and it looks like it may have been flattened. Either way, it's ten cents.
