Looks like a double or triple set of clash marks.

I only see a single clash - the Y upside down in bay three, then the back of the neck/coat in bay four.

i just noticed in bay 8 and 9 there is a clash as well, think maybe that is what mike was talking about

Heres the die clash 1992 coin vs. a regular 1992 as well. I am also wondering what this may be with eh difference in the hair near the neck and collar

As Chuck said, this is a single clash event that has a slight offset in position between them when the dies clashed. While we do not have every die clash for the Lincoln Cent series listed at MADdieclashes.com, we do have a few. This is the link.
