The reverse drags this coin down a bit. It appears to be soft struck to the point of looking like circulation wear. Could indeed be MS. BTW, look upper-ear. At one point, we had hundreds of these. That upper-ear isn't circulation wear, it's rather a different, less-defined, die. If you look at a lot of these, you'll notice, there's another die that shows much better detail in that area.
