Makes me think: Did any of the U.S. Mints execute orders for coins for foreign Countries around this time, for example, the Philipines?
IF this coin is of a wrong planchet metal, (I am not saying it is), one of the most common causes is that a foreign planchet got mixed up in the production of this coin.
The British Royal Mint executes many orders for coin for foreign country circulation. I have a small number of error off metal strikes from The Royal Mint, where foreign country planchets are the reason for the off metal strikes.
Although rare, in my experience, they are not as rare as some may think.
