A Lucky Penny holder is a metal encasement around the penny. Usually a genuine broadstruck will not have the abruptly cut off lettering as this one does. Look at a few genuine broadstruck examples and you will get a hang of what a real error looks like.
Adam is correct, it is a former Encased Cent. A broadstruck coin would not have a flattened area that cuts into the peripheral devices but that is a a hallmark of a coin freed from an encasement ring.
