I'll say AU-53. I see enough for AU, but especially with the toning, the luster evaluation for discerning different AU grades is really tough in pictures.

I call XF-45 a nice coin, it might get an AU grade as the 20's S mints are not always fully struck up. I had an AU in NGC holder that brought easy MS60+ money, the grade was based on the strike, but the luster showed no circulation wear, and a couple of Buf collectors at the show I was at competed for it saying it was one of the nicer ones they had seen in years.

The NGC AU you had was bringing MS money because it was an MS coin. If there was no wear, there's no ifs or buts about it, it was mis-graded. TPGs by policy don't downgrade coins because of strike (unless you get to midrange MS and above), but they do often because of error. You see it a lot of buffalos and SLQs especially.

This coin really deserves AU IMO. It has a split tail. The obverse isn't quite as good as the reverse, but I think part of that is the photo. If I sent this guy in and it came back XF (or below, crazy!) it break open the slab and either sell raw or resubmit. I personally wouldn't spend AU dollars on it, buts that's only because I buy and sell buffalos. If I were a collector building a set I'd be willing to spend at least AU-50 money on it raw.

I agree with AU on this one. The reverse is superb. The obverse is always a tough call for me on this series.
