I am assuming that the date on this coin was damaged after being in circulation. Any opinions? Thanks.

Yep. Looks like post mint damage.
If it were struck through, or some other error, it would probably be a smoother surface and look less like it was scrapped.

Hard to tell with the pic but there appears to be a line near the date which would lead me to think PMD. A better pic would be conclusive.

There's nothing hard to tell about this.

The date was scraped off the coin by someone with a lot of time on their hands - but not enough, apparently, to do the job cleanly.
