Its hard to see in the pics but looks like gold flake everywhere and has a sand paper like finish. Is this a plating error or PMD
any ideas

Agreed, or some other PMD. There wasn't any gold dust being used in the mints when this cent was minted.

My wife save cents from change in her purse in the bottom. Some make up that looks like glitter hangs on these. That is what I think you have on your coin?
