Could it be a damaged planchet? Since it looks like the reeding is on the coin, where the missing edge is.

Pretty interesting find.

I think it looks more like someone grabbed it with a pair of pliers... You can see the damage in the field behind his head.

The design rim was crimped by some mechanical device. It seems similar to the crimping marks produced by the sealer that seals mint set coins in their plastic pockets. In any case, it's post-strike damage.
