Looks like a modern replica based on a coin of the type shown in this earlier thread.

But where does the boat come in? Any other ideas?

Well, the obverse is clearly copied from a Louis IX coin.

I don't know where the reverse design comes from. I think it's only function is to imitate what a likely reverse design would be on a Jeton.

Here is a discussion from 4 years ago on what looks to be the exact same token/medallion.
