I have a chance to get a 1868 plugged nickel, do they have any value? are they collectibles?

It's too common of a coin to get that low of grade.

Around here, for $10 you can get a decent G4 or so. I think over the past year I've spent around $30 and managed to get them all outside of the '79,'80 and '81 (and the 83/2)

I would think you are speaking of an US 1868 Shield nickel which holed and plugged is going to have an AG3 value grade at best even if it is in VF or better condition. Depending on the eye appeal the coin has after the job is done it may still have a place in a collection but for the sake of getting this common date plugged, I would spend twice the money and get a nice looking one without any problems.
If you ever went to sell it, that plug is going to be the main hurdle and it will never really go up in value. You'll always be drawn to look at the plug and it will always bring you down.
