Cabinda is an exclave province of Angola, separated from Angola proper by the Congo River and a thin strip of land belonging to the Congo Republic. The "Republic of Cabinda" was proclaimed by a loose alliance of guerrilla groups seeking independence from Angola and is an unrecognised state as far as the rest of the world is concerned, much like Transnistria, Somaliland and Hutt River Province.
That's the problem when you lack diplomatic recognition - anyone can come along and make "fake coins" of yours, and there's not much you can do about it, since your coins were never recognised as "real" by most people in the first place.
For all we know, those Chinese-made ones were "authorised" by a different faction in the Cabindan guerrilla movement (presumably one with Communist links).
