I think the doubling effect can be misleading, if you look at the inside loop of the 0. I have seen a doubled 19, doubled 970, doubled 190, doubled 1970 and a doubled 0, but never a doubled 70, no doubt they must exist...

This is my 1970 doubled 0... (sorry for the photo quality, it was shot through two layers of plastic)
