Photo #1 - no. Almost ALL 1978 coins look like that, it is a function of Die Deterioration, but in the earliest stages. Later on, as the die further deteriorated, then you get some fantastic doubling of that 8, then as the die continues to deteriorate, the 78 is doubled, then the 978 and even the entire date can be doubled. I'll try to find some photos

Photo #2 - show me a better example on an uncirculated coin. With a coin as circulated as that one, my reply would be 'doubtful'.

Here is a doubled 8, I have to apologize for the photo quality, shooting through two layers of plastic...

that's an error coin in my perspective, called "various rim" correct me if I am wrong :)
