It does not have an S because it was minted in Philadelphia, that is most certainly not a proof coin if that is what you are thinking.

I got excited .. just reading the post title .. I have been looking for no "S"
proof coins for years ...

But .. I do agree .. this is not a proof coin .. having no mint mark is normal
for this coin
