I can't really make out the obverse legend completely. I believe it to be Constans, more than likely. That particular reverse design is common for Constans coins.

I agree I also think it's Constans. The reverse is two Victories facing each other holding wreaths.

The coin come in versions for Constans and Constantius II. This is clearly Constans since the Constantius version has TIV on the right side before the S PF AVG.

I believe the mintmark is TRS - Trier 2nd shop.
