It almost looks like the toning is in to the metal, or environmental damage. It might just be the picture, but if the coin was mine, I would do that nasty little 5 letter word that your "supposed to never do"
I'm thinking it's NT in a relatively benign album, but a particularly nasty atmosphere. Perhaps a framed board with the wrong finish on the wood? I've experienced lesser degrees of toning like this, leaving Morgans to sit out on my (relatively new) desk for extended periods.
I need to light this one a bit better....in hand it has some decent eye appeal. My guess as to the toning was it was at the end of a roll with the wrapper folded over the coin instead of being crimped.....just a thought.

Yeah, that's plausible in the right atmosphere, especially if the wrapping paper were the culprit and it was stacked with a lot of similar rolls. It'd explain the darker patch at PLURI.
I can see how it'd look nice under the right lighting - I'll bet the lower half would jump right out at you, lit axially. Too far gone to dip safely, though.
