I just received this quarter that is missing the reverse clad layer. I am wondering if anyone can tell me if this was common with these quarters and an idea what it may be worth. Thanks

I don't think it's common. It was given to you ? It looks like it's in a slab?
Here is one on E-bay: 140755344231

Looks like anywhere from $9 and up.

I bought it from a guy that found it in circulation a little while ago. I sent it into NGC and just got it back today. I was just curious if certain State Quarters were known to have more errors than others. I had been told a wide range on its value also, but was checking the forums thoughts.

These seem to be common on most State Quarters, although some of the more recent dates can be harder to find. I would say connecticut is one of the more common ones.
