Whoops. For some reason about half the time I hit the "1" key I end up with an extra. I meant $18.

It's a type of love token. Back in the day an engraver would grind off one side and carve a design, most of the time with initials, and would give it to a loved one. This makes sense as the other side used to have a pin-back soldered to the back and would be worn as a pin. Some ornate ones can sell well on ebay.
