It doesn't look plated to me. I think plating would obscure the cameo, plus I think I can see the clad layers in the edge, but the center layer is the pale pinkish-white color of the copper/silver core of 40% halves, certainly not the color of a pure copper core.

Try the tissue test, it could not be plated yet still retain proof cameo qualities.

Still the question remains unanswered. How did the edge get like that? Could it still be a wrong metal planchet strike except that the metal is not silver? It would be very difficult to plate just the edge while doing no damage to the cameo proof surface. Weight would still be a good idea, IMO.
