as far as I can tell their raised but even under the magnifying glass it is truly difficult to tell but I would be 90% sure to say they are raised, the lower P I am doubting my self slightly tho as it is harder to tell as it sits just off the shirt collar but I am pretty sure it is indeed a second P but the top is 100% a P

I don't know then. Better pictures would be very useful. Maybe you can get someone to take a picture or even a scan might help. It is likely PMD, so it would not add value to the coin.

Ben, You don't have to pay anyone for a photo of the coin. Borrowing a camera with a macro setting from a friend, neighbor, family member, pastor, rabbi, etc. will do just fine. Or if you have a scanner, you can try that as well.

 Ben PMD stands for post mint damage As has been stated before there were no mint marks on coins issued from the Philadelphia mint in 1970 so there should be no P below the date Chances of it being a mint error are very small it is most likely what is termed as post mint damage. This does not add any value to the coin in fact it detracts from its value. Even with a poor camera it should be possible to get a reasonable picture of the coin or put it on a flatbed scanner and scan an image. You will need to crop the image to just the coin to make the most of the picture posting limitations on the forum.

DO NOT PAY FOR A PHOTO! It would be a waste of money even if it is what you describe.

You can try holding the magnifying glass or loupe up to the lens of the camera if you don't have one capable of macro.

If you have a camera phone you can by a JoeTurbo macro magnetic lens for it. It just sticks to the phone and voila...macro ! Checkout the photography section.

This is the best I can do with what was there to work with at least the focus was closer;  Now I pulled this one off my desk besides the date being different the designers initials and Denver mint mark sure look similar to me.  And from the CCF coin facts;
