Interesting, not sure but this looks like a copy. The lettering for Liberty looks to far to the west. How can the reverse be so far gone?
There are a lot more knowledgeable ones than me will tell you.

It was struck in a collar, so it's unlikely that it dates from 1793 America.
I'm guessing the reverse is blank so an inscription could be engraved.
That's an interesting medallion--wish I knew more!

It is likely a trial strike for a stock die. Several coin dealers use the reverse for their advertisement. Not sure who the die sinker is.
