Its called lamination or metal peel. Fairly common on 2c coins IMO however yours is much larger than normal. It might be worth a couple bucks.

It's a flaw in the metal,maybe some foreign material in the planchet when it was made & the pieces fall out or it peels like Enworb said.

It may be PMD, but I don't think so.
