Depends on who you ask. I don't know that you have to find the single worst part of the coin and base the grade on that. Most of the central details are at least borderline F on that coin, and every part is clearly better than G except for one part of the rim, which is not clear from the picture because of the coloration. The lettering is full, and not merged with the rim, it's just close. That's why I went with a net grade.
It's possible that the wear is uneven because it's bent, in which case it's a details grade.
