Certainly no expert on double dies, but it looks like one to me.

Does not look like DDO. Maybe some minor Machine Doubling.

The reason I thought it was a DDO was the notch in the top left of I in LIBERTY. Both the D and R in the photos do not look like MD to me, although the W looks more like MD.

The doubling in the W is to the south in the photo, while the doubling in the R next to it is to the west. The only doubling I've seen go different directions is Longacre doubling.

I see a lot of glare that may be hiding what is going on with your coin. Try turning the coin 180 degrees and let the light fall over the devices rather than right on the areas in question. I see what appears a doubling on the last S in STATES. Let's see after you add more images.
{Your first image was what I was thinking to be a better shot.}

I can see Machine Doubling on the devices facing the rim. But the jury is still out for me on this one. Mark it for now and later we can look at it again. It might take a hands on with this coin. If it is a doubled die, it maybe just a very minor one with Machine Doubling. They are struck twice and the collar might have moved a little.
