this is one thing I know, I think! just because they don't match exactly, that doesn't mean it isn't a different die state! So it could be one of the two, but at a later die state with a lot of die wear. I hope this helps you. So look for some of the same marks to help identify.
I find coins like that quiet often.All are Zincolns.Im far from beeing an expert ,but my own beleaves are ...when the coin gets struck ,the edges gets pushed to the side and makes it look like a double.. Good explanation.?..lol
