Usual rules:

Figure out what the quote is, tell me the encoding/decoding mechanism, and who said it.

I'll answer questions that I feel like answering :)

Hints will come in time, if needed.

Haven't figured the prize out yet, as I just came up with this quickly, but most case scenario, I'm sitting on some Ikes!

Here you go:

NYDLHUPDVPSZQAGNFACHJSTJLPCZ

Hint 1: The quoters name isn't in the code.

OK, question 1: Are there any weeds?

Question 2: Is/was the quoter a politician?

Question 3: Is the quoter alive today?

Lars - that will be your prize. I was going to say that actually lol.

7 words
Each letter here stands for 1 letter in the quote. No punctuation/spaces used.
No weeds.
Not a politician that I know of. Definitely not known for it if he/she is/was.
Still alive.

Is it a simple substitution cipher? If not, will we get a clue as to the key?

Not a simple substitution (which I'm sure you figured out!)

It is not a movie quote.

But still a substitution?

Was this code used before or did you just now invent it?

Is the quoter well known?

Hmm. Let me rephrase tzarmarko's last question.

Is the quoter well known OUTSIDE OF THIS FORUM?

I think most people would know the quoter's name. I'm sure they wouldn't be unknown to the two of you.

It is a substitution cipher.

I learned about this code for the first time marking math contests one year, so I did not invent it.
