I haven't seen anything like this before. However it looks from the picture that there are marks that make me think that it might have been taken off in recent times. If it isn't a damaged coin, it would be a great variety.
I have a 1920 5 cent that's very similar -- the coin is actually in fairly nice shape but the T in CENTS is missing. No scratches or other damage, merely a missing T. Looks like a struck-through grease error filling in that portion of the die.
Thanks guys, to be quite honest I never looked this closely at this coin until today. And never noticed the incomplete lettering. I have taken more close up photos of the 18 in the date. And also of the words HALF and CENT.
