So named because 'Dei Gratia' or 'D.G.' is absent; the legend on the obverse has 'Victoria Regina' instead of 'Victoria Dei Gratia (or D.G.) Regina' as would be the custom. However may I correct you, it looks like a sixpence (N1997) - no shillings were issued between 1561 and 1582.
