I would just call this a straight clip , it deforms a bit from metal flow . Also the so called second clip , is a common feature on the straight clips . Might have something to do with the edge of the strip . See pictures.

Here is a straigh tclip on a quarter - hard to see but there is a secondary impression behind the edge of the clip .

Almost every 1-cent straight clip I have from the 1960s, has that 'second partial clip' cut mark in it...

If a partial clip goes through the rimming and gets a full rim around the blank and then breaks off before the strike the blakesley effect would be much weaker and the edge would not have the tapering?

Because the clip is misshapen I believe the portion broke off before the strike but after the rimming.
