Any chance you can show us the whole coin? It's possibly a multiple strike but need to see the rim first. Might be a nice find.

I think it's a doubled die. If I remember correctly, the die blank is conical, and it takes several impressions to hub the die completely. Perhaps the first impression only got details of the roo, and the second impression was offset slightly, resulting in the doubled paw? This may explain why there's no doubling of the KG, the star, or AUSTRALIA?
