Curious what this error would be called.....pretty sure its an error as the gouge is partially below the "R"?

It looks like PMD to me ... the color/luster of the crawling anomaly is different than the rest of the coin. All of the raised portions of the design and legend on the coin itself are cut into, or incuse, on the working die. If this was a strike-through (something between the die and the planchet), then there would be no indication of anything on any letter on the coin because that part is below the surface of the die. Your coin most definitely has mars/scratches/dings across the letters of the legend. It looks pretty neat and I'm trying to guess how it was done... weaving around/under the lettering by hand.

Is it raised? If not, it would have to be extra material on the die, or PMD. I've never heard of an extra material on a die error, so I'm leaning towards PMD.
