I believe it may have something to do along the lines of what NJ Bob said. 1945 when it was commissioned and 1945 when it was replaced. Both numbers end in 5 or V.

Now I think it may be the fasces bound together by leather straps which shape two V's on the rods, symbolizing power and strength through numbers

The reign of Mussolini? The Fasces used on the Mercury dime was also used in the symbol of the National Fascist Party that was created by Mussolini. In 1925, Mussolini set up a total dictatorship, and his reign ended in 1945. V is the 5 in 192(5) and 194(5).

In 1925, Mussolini set up a total dictatorship, and his reign ended in 1945. Th reign started with a "V" as in "5" in 1925 and ended with a "V" as in "5" in 1945 Mussolini has a big stomach too? (All men do)

and also the March on Rome was the march when Mussolini first came to power, (again with Rome/Roman Numerals/V/5).

A little background;
I was curled up in front of the TV watching a show. It took not a minute for me to think, "This might make a good puzzle for the CCF. I did research and saved the findings for a few weeks.

Is it the second World War... (WW)II? It ended in 1945, the same year the Mercury dime design ended.. and maybe a tummy great was the bomb "Fat Man"? or Winston Churchill. Haha I don't know.
