He is correct, but also toning should not affect the grade itself, only the eye appeal. Grade is about wear, or lack of, as well as marks, ticks, scuffs from other coins coming into contact with said coin say in a bag or a pile of them.
Details is about damage, scratches, intentional or unintentional. It can also be about cleaning, and recoloring using chemical agents to speed reaction times, or acid based ones to strip away a layer of toning or other environmental surface contamination.
I don't believe the grade changes other than the possibility of it becoming a details graded coin from a (missed) old dipping/cleaning.
