Interesting steps, as they appear hit-free. But I've never seen this. All I can guess w/the fragment on CENTS, is that it was affixed somehow prior to minting, but after rolling. Interesting.
The E is undamaged. So it was definitely a planchet flaw before the strike. I would assume so anyway! The steps anamoly is still a mystery to me. There is no evidence (that I see) determining it to be PMD. But at the same time I cannot see it being a design flaw.
Struck through error on the E. Occurred during the strike with an obstruction in the way. It is rounded and typical of a wire struck through. The corner looks like a couple of coins/semi sharp object hit it. The die is in LDS die state and the windows are weak, but still able to be use for a little longer.
