1910 V Nickel, Error Or Circulation Damage?

I was looking at this nickel and noticed something off on the c on cents. Then I noticed that is goes in a whole ring around the coin threw all the words. If you look at the c in cents you will notice it is sort of smashed or dragged back looking. Then if you look at the you in united and the last A in America you notice they all look a little smashed or off. Is this mint damage or something that happened during circulation? I dont know how to tell. Thanks for any info.

Looks like damage from a coin rolling machine, so I'd say definitely PMD. Here in Australia the end coins in Rolls were often damaged like this.
