If you can leave feedback... Slam him bad!! That's just bull!! I'd send him another message as well with links to the new posting and call him out on it. And let him know that this is very frowned upon by collectors, and that your going to every coin forum and posting his seller ID with a warning. Let him know his greed cost him a number of sales.
I'm tempted to message him myself saying he's blacklisted and that I'm spreading the story... Ooooh... This really pushes my buttons and it didn't even happen to me!! If people don't want under a certain amount for something they shouldn't use no reserve auctions.. How hard is that!!? Right?

Have you actually sincerely tried to resolve this yet ? Everyone seems focused on retaliation. Message him with your concerns, tell him you bought the coin, he claimed it was sold , you found it again for sale on ebay, showed the new listing to several " experts " who all agreed it was the same coin. " Please, if you will, take this opportunity to explain yourself " Then, based on his reply or lack there of ,proceed. Shouldn't everyone be given a chance to explain first ?

I am not quite sure I agree with the aggressive tact (at least just yet). I would be interested in his response to Robbudo. Yes, there is no justification, but on the off chance he could make it right when presented with the facts, OldSkool would be better off (and OldSkool could still leave negative feedback).
I do appreciate your sentiment though, Nathan.

Basically I told him that if he sells me the coin at the original price, I won't feel the need to report him to ebay. Haven't heard back yet.

I wasn't expecting a reply, but I got one!
Here is the response. His name was at the bottom, I'm choosing to omit it from this post.

Hmm... interesting. He may be telling the truth. I still think he should have messaged you to make you aware that the coin was up for auction again though...

Id be more willing to buy that if he listed it the same way, relisting it for twice the price though makes it hard to give the benefit of the doubt.
