I have not seen this before. There is what looks to be a large icicle hanging over Honest Abe's head. Is it an interestingly situated die gouge or something else? The pictures aren't great, but yes it is raised. I would appreciate any opinions/feedback, thanks.

Is that raised or incuse?

Incuse could mean coin damage.

Raised would be die gouge/dent/damaged issue.

Could also be a plating blister.

It is solid, It doesn't look like a plating blister. It is a little creepy now that you mention it.
