I'd say Tetricus, rev is Fides.

Id say Gallienus too. The obverse legend is very much kerned as his are. I disagree with tetricus though - his bust is very distinctive, especially the beard and the eyes.

It's a barbarous radiate, imitation of RIC 141 Cologne of Tetricus I.
