What causes this metal fill in on the mintmarks?

the filled die is most likely from a die chip or die break

oh wow, does this happen alot? We've seen it on quite a few S mints, but only on one D mint and it was not so even, more of a blob.

Likely a broken mint mark punch or late state die wear.

Amilda17 has it correct. If you look at other coins from that mint that year, they look mostly like that mint mark.
