I looks like it is a common issue with the 1970-S coinage. This called Machine Doubling.

If the mint mark shows the same effect, then its more than likely Machine Doubling.

Just recently I went through two rolls of 1970-S pennies. Out of the 100, I had TWO that looked normal.

A few of the 1970-S with the Machine Doubling, showing date AND mint mark doubled.

I have one that has a mint mark doubled but the date is pretty clear, making it a potential 1970-S/S.

That 7 notch sure looks like a small date attribute.

All are large dates.
Most are machine doubled.
The mint mark is not a S/S. The mint mark punch was showing a damaged punch. The S/S is a strong RPM.
