I retracted my earlier statement. It did not look incuse to me at first and after looking again I see it. I have one similar to yours on a earlier date. I will see if I can dig the pic of it up. Mine is shaped similar to yours. ***Here is the Pic:   It is a 2000 date coin.

One difference I notice is your design elements continue through the anomaly and the design elements on mine are missing. Is the anomaly on your coin fairly deep or shallow?

Strike through what it doest look like that to me its to clean for that,or maybe I am confused .thanks

Strike through is sort of a general term. There is no real way of telling what the struck through was. It could be anything from fabric to grease to a sliver of metal. Something was caught between the planchet and the die when the coin was struck.
