That's true, but the intention is that we should be able to trust any dealer that is a member of ANDA. They all have to sign a "code of ethics" which states that they will accurately grade coins and avoid misleading advertising. Selling of overgraded coins and undeclared cleaned coins breaches that code.
It seems that ANDA is now only an industry body that looks after it's own members rather than the wider coin collecting community.

Yeah & every police officer in the police force swore an oath to uphold the law & protect the public & every politician swore an oath to tell the truth & do the right thing by the people who voted them in,but does that happen,i think not ! Don't get me wrong I'm not sticking up for ANDA I just think it's like ,nothing we say or do is going to change anything. Yes you can make more people aware of the bad things but the ones that are'nt on coin forums or have any other access to this info will always be the target of some unscrupulous dealer whether they are part of a large organisation or independent.
You know I used to think that these dealers that clean their coins do so because they genuinely believe they're better that way until I heard a certain Melbourne dealer actually tell a customer that his dull white (heavily dipped) proof florins were original, and the shiny ones other dealers sell were the cleaned ones! To me that was an obvious sign of his intention to deceive.
Yeah that's the thing wwwww with dealers there is the deliberate intention to deceive a customer for their benefit but these poor ethics are hurting them because people are afraid of being ripped off while if the dealers were honest and disclosed everything people would be more willing to buy from them and the dealers would turn over so much more volume of stock. Anyway not disclosing something is wrong but lying about it is just a whole new level of wrong.
I take no notice whether a dealer is ANDA-registered or not. Ultimately, you've got to make your own judgements about coins.
I wouldn't be too critical of ANDA. As far as I know, they are just an organisation of volunteers who want to promote numismatics. They are not the coin ombudsman - not really their role to get involved about whether something is VF or EF.
