Yeah it looks like it's struck through grease/oil to me.
I can't think of any other explanation anyway.

Coin blanks are supposed to be cleaned. How this could end up like this, and this badly, is a very interesting scenario.

The grease is used to help lubricate the dies. Sometimes grease leaks from the working areas into the production parts of the die.
