I would say its a SF...since it looks like its pointed to the dentical and not in between.

usually the I is just straight? in this one it is bent to one side

its the ticks on the rim of the coin.

look on the images tab for a NSF I... Its a 1953 but its the same on the 1954.

Positive it was not Minted like that, Even if it was its still a SF coin because you have no flaring at the bottom.

SF with PMD. The bottom of the I is not flared, and it looks like it would point to a denticle if it weren't damaged.
