I am really curious how the scratch on the neck affects the overall grade. The pictures were shot under intense natural sunlight. Other marks are very difficult to see with the naked eye.
Oh, and to answer your question, the mark on the neck is well within the definition of MS-63 and possibly MS-64. It's the "noise" on the cheek that holds the coin back.
Something strikes me as wonky about the obverse so I'll just say details. The reverse looks great though, looks like the whole coin would benefit from a light dip.
