I believe this is a type II can you folks confirm.
And perhaps a grade?

Looks like a Variety 2 to me. I'll go with EF-40. Lots of hits on the fields and devices.

Is the image a scan?

I see the "islands" issue, But I am also looking at the fonts in "states" which, according to the other images, strikes me as type II.
Is the islands issue the definitive point on this coin?

Yes, the islands is the only thing I look at unless I'm differentiating between the March die and the August die. :) Keep looking, they're out there. I own about 70 of them.

afterimage... the image is a scan... I don't have a camera with manual focus...

The other thing you'll notice is the relief of the T2's is different.

no way that's a type 2 at all in any stretch of the imagination. Also, it's at best EX-45.
